Performing a feasibility study for a disciplinary long term maintenance contract. Interim project manager for mechanical/electrical section (construction department)

2005-2006 Contract Consultant (interim position)
Involved in drafting the Procurement Strategy document and Project Implementation Plan for a Netherlands-wide maintenance project on bridges, highway crossings and similar structures. Tasks also included preparation of a specific (technically oriented) part of the generic contract document (total of 12 individual contracts on identical basis).

1984-2004
2003 until 2004 Transition manager,
responsible for the planning and subsequent implementation of the demobilisation of the Netherlands based integrated services contractor. Transfer of knowledge base, information and data to the new contractor. The process was planned to integrate with the 2003 work programme and shutdown sequence of the production facilities. Transfer coordinated both within the client as well as the contractor organisations.

1999-2003 Contractholder, responsible for the day to day management of second generation Integrated Services Contract for offshore operations. The ISC involves maintenance and modifications to 25 offshore production facilities and the onshore gas treatment facilities at Den Helder). Duties involved settlement of yearly working agreements, business controls and reports, contractor relations manager (main focal point). Initiating, implementing and monitoring change programmes to improve overall contract performance. Contract value Euro 40 million plus per annum for a period of initially 5 years.

1997-1999 Business analyst, assessing contracting & procurement (CP) requirements and subsequently drafting of the strategic sourcing approach for the Business Unit Offshore. Preparation of yearly plan(s). Taking initiative and/or contribution to supply chain management workshops to enhance procurement. Establishing procurement reporting data formats.
Heading department of 3 persons in total.
Secretary of the Business Unit Tenderboard throughout the entire period of 2 years.

1992-1997 Commercial services advisor, contributing - with the intended contract responsible party- as contracts engineer to first Integrated Services Contract (MES) for maintenance and modification services. Preparation of contracting out strategies for major construction projects (both onshore and offshore related), pro-active preparation of qualification systems for EC related tenders and preparation of strategies and tenders for fast track and /or innovative projects. Preparation of contracting out and procurement procedures and guidelines.

1989-1992 Unit Head Project Services for building first medium size production facilities platforms, responsible for all contracts (single point responsible contracts engineer), planning and budgets, project hand over documentation, cost estimates and project administration.

1988-1989 Contracts representative and Deputy Site Representative.
Contract administration and agreement of variations to contract.
Involved in expediting items procured by X and required by contractor in the building process, and initiating re-scheduling where required.

1984-1987 Contracts engineer, responsible for full process of procurement of specific services. Preparation of pre-qualifications, tenders and contracts for offshore and onshore oriented construction, fabrication, diving, modification, design and engineering and support activities. Main focal point for all specialist services requirements –hired staff- at the Velsen location (including all project teams)


1981-1984 Unit Head of Technical Support; section being responsible for preparation of technical and functional specifications for fabrication of valves, actuators, supports and all other appurtenances required for large valve assemblies. Preparation of all associated drawings (both client oriented and fabrication oriented assemblies), technical documentation, installation manuals and maintenance instructions.
Preparations of bids for quantities of valves and accessories for English and Norwegian (offshore oriented) market, both technically and commercially.

1978-1981 Project coordinator for international orders for nuclear and conventional gate valves / actuators, pressure release valves and globe/ check valves; commercially responsible for all post award activities for complete order until delivered and invoiced (planning and scheduling , coordination of exchange technical documentation, technical changes, representation of company in meetings with clients, arrange and follow-up performance tests, clearing of all required technical, commercial and financial approvals).

1976-1978 Proposals Engineer, preparing commercial and technical proposals for International and Dutch markets for large equipment for power plants and petrochemical facilities (condensers, heat exchangers, de-aerators and complete pipeline facilities (including valves, control units, hangers, E&I equipment and all other procured items).
Control estimates of equipment for innovative nuclear power plant (pipelines, heat exchangers)


Opleiding

Master of business administration (MBA), Procurement Management course of NIA, Project Economics, Materials Management, Contract Management, Advanced Negotiation Skills, Business Administration (University), Technical college (HTS) Mechanical engineering.

Languages: Dutch, English, German, and French.
