2001 – 2003 Change Manager.
Start-up of new financial shared service centre for West-Europe. Responsible manager for group of business analysts and projects aimed at harmonisation of financial processes and systems within 8 countries.
Improved billing for outbound shipments in 7 countries. Targets of better controlled tariffs, online re-rating of shipments and weekly invoicing were attained.
Online documentation. Implementation and upgrading of imaging systems in 8 countries. Significant man capacity reductions attained by batch printing and online faxing. Online document availability >95%, enhancing agent productivity and reducing response times.
Automation reconciliation. Implementation of harmonised payment allocation system and process. Automatic matching rate >90%, man capacity halved, false bookings dropped.
Further development of the centre stagnated as a result of reorganisations.
1999 – 2001 European Performance Institute (B) Senior Consultant
Consultancy firm working for business, as well as public organisations.
Their methodology is based on change management of business processes, culture and behaviour.
Assignments as Senior Consultant in 4 projects; responsible for change of one or business units or departments,
Analyst at 7 performance/business analysis, Knowledge management and market analysis of Germany.
1996 – 1998 CRT Factory (D) TPI Manager.
Technical documentation (TPI) needed reorganisation within Business Group.
Display Components; Responsible for both Germany factories.
LOCAL: TPI manager, Component Change manager.
Restructuring information from R&D, marketing, production, materials management,
Implementation IT system and interfacing with local ERP systems,
Development local working procedures.
GLOBAL: TPI Core team member
One year assigned to global TPI team to align policy, determine strategy and resolve structural problems, technical and procedural issues.
This international 8North Pole Expedition8 team was nominated for the Quality Champion Award.
PACKAGING: Co-ordination and Reorganisation:
Packaging development for new product types, reduction of customer complaints,
Development of packaging design guidelines, co-maker ship for detailed design with suppliers, outsourcing of packing processes.
The change-over of paper archives to databases was completed by end 1998, but had been a journey with ICT failures, but even more of cultural and behavioural resistance. Elmer experienced the impact of external consultants and decided to join consultancy.
1990 – 1995 Glass Factory (D) Senior Process Engineer.
Production of glass parts for TV and monitor bulbs. The factory included also the development of new technology, products and quality. As project leader responsible for or as team member contribution to the following process and product improvements:
Asbestos replacement, yield improvement, widescreen development, new grinding technology, packaging development for glass products,
Production start-up of glass products for the USA market,
ISO 9001/14001 certification of the development department.
The active role at project management implementation and ISO 9001 certification led to the offer for TPI manager at the CRT factory.
1986 – 1990 Research Engineer.
Research laboratory for mining companies, researcher assigned to search new business opportunities for available raw materials within the group of mining companies.
Technical/commercial survey led to a large successful project for polymer fillers,
Group leader responsible for setting-up and leading the polymer testing laboratory.
After project completion, Elmer decided to move from research to development. Years later a Japanese company built a production facility at Veendam (NL) for inorganic fillers in co-operation with BHP Billiton.
1983 – 1984 Trainee
Four month training period as part of university study. The used laboratory model for aluminium extrusion was proven not to be valid. Elmer compared the results with theoretical models and initiated Finite Element Modelling.
